Roseland Annexation

Our guest was Dave Gouin (pronounced Gwine) of the city’s Housing and Economic Development Department, invited to tell us about the planned annexation of the Roseland Area. He reported that 10 years ago a sentiment survey in the area had shown no interest in annexation. With plans for a revitalized Roseland center of economic and social importance, and with development interests making plans, there is renewed study of the accords needed between Santa Rosa and the county to allow it to happen.

Meetings between City Manager Jeff Kolin and County Administrator Bob Deis have been ongoing, and results will be coming out by July. The problem centers around the gap between the government-supporting revenues produced by the area and the cost of the services that need to be provided. There’s a gap for either level of local government, but there seems to be greater expense planned for city police services as they will do traffic control, while the county relies on the State Highway Patrol to fill that function, rather than on County Sheriffs. This discussion doesn’t include any toxic cleanup sites, of which there are several.

There are 2 redevelopment districts in the area. Redevelopment money the county has accrued will transfer to the city when 60% of the parcels annex to the city.

The city is undertaking a Park Master Plan, and Dave told us there is some thought that natural, undeveloped areas might be included in it.

Duane DeWitt voiced concern that Roseland Creek be protected by the city’s Creek Master Plan.
